The 4^th Civil Forum was held in Astana, Kazakhstan on Nov. 23-24, 2009. The Forum was initiated in 2003 and is held every other year. It is the major platform for dialogue between the Kazakhstan government and NGOs, and attracted dozens of Kazakhstan governmental officials and over 400 NGO representatives this year. China NGO Network for International Exchanges sent representatives to this Forum.
